Visions and Aims

As outlined in the How the Material Resources Strategy was Developed section, one of the key steps in the development of More from Less was agreement of the vision, aims and their guiding principles by the stakeholders.

Vision

Our vision for managing material resources in Hampshire, Portsmouth and Southampton to 2020 is that:

We will change the way we use material resources
to maximise efficiency and minimise wastage

 

Aims

The vision is underpinned by four aims that reflect the principles of resource productivity and the waste hierarchy:

  • To extract primary resources only where it can be shown that the need cannot be met in a more sustainable way
  • To change minds and behaviours to use all resources efficiently and minimise wastage at all stages of production and consumption
  • Where waste is produced, to maximise opportunities for business and the community to reuse, recycle and compost such wastes to produce sustainable products
  • To recover value from, and dispose of, unavoidable waste (that mixed waste left over after reuse, recycling and composting) using sustainable means, as far as possible avoiding the landfilling of biodegradable or recyclable waste

 

Guiding Principles

A set of principles was developed to inform decisions over how the Vision and Aims should be put into practice. They have been adopted in the preparation of More from Less:

  • Use sustainability (social, economic and environmental) to guide decisions
  • Use best available scientific research and data to inform decisions
  • Adopt a precautionary approach in the assessment and management of risks
  • Ensure conformance with legislation and other statutory, Central Government, and Regional requirements
  • Reduce transport as far as practicable by locating facilities close to the communities and market places they serve to reduce traffic congestion and emissions etc.
  • Involve all those likely to be affected. Create transparency and ownership in decision-making processes through honest and inclusive consultation with local communities
  • Monitor and review implementation annually and take any necessary action
