Workshop 4

July 14th 2004

The aim of the fourth workshop was to feedback on the findings of the individual resource groups and discussions on the proposed methodology for identifying the best way forward or 'solution' for each individual resource stream. This involved looking ahead to different appraisal options for each resource stream, involving both Best Practicable Environmental Options (BPEO's) and Strategic Environmental Assessments (SEA's).

The workshop was a half day event, and took place twice on so that stakeholders had the option of which would be more convenient to attend:

  • The morning session - 10am - 1pm at the Southampton Guildhall.

  • The afternoon session - 5.30 - 8.30pm at The Castle, Winchester

Update so far:

Material Resources Strategy - Progress report to stakeholders

 

Since the launch of the Material Resources Strategy approach in September 2003 we have developed a vision, aims, principles and strategic objectives for the Strategy.

At the last workshop we explored how we can reduce the amount of materials used in Hampshire by engaging the process chain. We also explored the potential for re-using, recycling and reprocessing individual material streams such as glass, paper, biowaste etc. 

This progress paper outlines what has happened since the last workshop in March and the proposed future programme for the Material Resources Strategy.

 

Engaging the Process Chain Working Groups

Engaging the process chain includes five themes that aim to reduce the amount of material resources we use:

  1. Consumption
  2. Procurement
  3. Design
  4. Production
  5. Retail

Each theme has a working group made up of experts in the field, MRS stakeholders (that signed up at the last workshop) and a MRS officer. The working groups have been looking at potential actions that could be undertaken in Hampshire to reduce use of materials. An overall picture will be presented at the next workshop, on 14th July 2004, of how much impact these themes can have on reducing materials entering the waste stream and what action will need to be taken to achieve this.

Individual Resource Stream Working Groups

The MRS will split the traditional waste streams (commercial, industrial, domestic) into individual material resource streams. By analysing how much of each resource stream can be re-used, recycled and recovered we will be able to develop a strategy for diverting material away from the unavoidable waste stream.

The individual resource stream working groups are made up of experts in the field, MRS stakeholders (that signed up the last workshop) and a MRS officer. Since the last workshop, they have been developing recycling and recovery scenarios for each material sector. The scenarios will range between the two extremes described below:

  • A ‘business as usual’ scenario that has regard to essential change, e.g. the requirements of existing and new legislation, regulations and statutory targets.
  • A ‘stretching best practice’ scenario that sets out the best that could reasonably be achieved with a concerted effort, having regard to ‘state of the art’ approaches overseas and in the UK.

An additional material stream has been added for Wood since the last workshop. The individual resource group scenarios will be available at the next workshop and on the MRS web site.

Once these scenarios have been developed Entec will combine all the resource streams to provide an overall picture of the amount of material that can be recycled or recovered for the two scenarios described above. This will be presented at the next workshop on 14th July 2004.

Entec’s Role

Entec, as the independent consultants working on the MRS, is reviewing the technical information that the engaging the process chain and individual resource stream outputs are based on. Entec is checking that balanced and technically sound information is used and that the stakeholder views from previous workshops and the working groups are being considered and incorporated where appropriate.

Emily Trevorrow, who has been working on the MRS since last summer, is leaving Entec. She is particularly sad to leave this project and all the stakeholders she has got to know.
