Executive Summary

 

More from Less is the outcome of a stakeholder process involving community and industry representatives, working in partnership with Hampshire County Council, Portsmouth and Southampton City Councils, and Project Integra.

 

It is intended as a primary reference point to guide and integrate three key work areas:

 

· Production of the statutory joint minerals and waste development framework

· Development of plans for managing municipal waste under Project Integra

· Implementation of societal change objectives via the Hampshire Natural Resources Initiative

 

The Vision of More from Less is that:

 

We will change the way we use material resources to maximise efficiency and minimise wastage

 

And that this will be delivered through four aims:

 

To extract primary materials only where it can be shown that the need cannot be met in a more sustainable way.

 

To change minds and behaviours to use all resources efficiently and minimise wastage at all stages of production and consumption.

 

Where waste is produced to maximise opportunities for business and the community to reuse, recycle and compost such waste to produce sustainable products.

 

To recover value from and dispose of unavoidable waste using sustainable means, as far as possible avoiding the landfilling of biodegradable / recyclable waste.

 

Outcomes

 

  1. Behaviour change achieved to maximise reuse recycling and recovery
  2. Overall year on year waste growth reduced to 1% by 2010 and 0.5% by 2020
  3. An overall recycling rate of 60% by 2020
  4. Cost of recycling to private and public sectors is optimised
  5. Net self-sufficiency in dealing with all waste arisings by 2016
  6. Materials and energy recovery maximised from unavoidable waste
  7. Use of landfill for all waste materials reduced to a minimum practicable level by 2020
  8. Demand for new minerals reduced to minimum practicable levels, with extraction of land-won sand and gravel reduced as far as practicable
  9. New sites and facilities provided to meet needs in a sustainable and efficient way
  10. A supportive policy framework and all sectors of the community involved in delivering solutions and change

 

The proposals if fully implemented by 2020 would see a 75% increase in the amount of material recycled back into the production system, investment of about £300 million in around 60 new recycling/recovery facilities, the establishment of at least 500 direct new jobs, and cost-effective unit costs for all including the council tax payers.
